I'm not positive, but would it have something to do with him being a junior and qualifies for the junior hunt?? If it was me, I would put him in for the junior hunt(which he will almost certainly get) and then if you want to hunt together, you apply for the same hunt in the main draw.

I think you could pull a 75-77 inch goat out either unit by just driving around spotting. A booner is possible with a little extra work. Same could be said about pretty much any unit in Nevada....
