I've had good luck with H4831 SC ,but have recently switched to Norma mrp and have had great results. Over 3000 fps with a 27" barrel and single digit SD with 140gr bergers. I don't have my load data in front of me for exact velocities and charge weights.

I love my vortex scopes, but in that price range you may want to look at the weaver grandslam from natchezss.com they are running right around the $300 mark and I think the glass may be a little better than what you will get from vortex in that price range.

I've pulled bullets and reloaded them with out resizing. I just always check to make sure the bullet will not move with my fingers. It didn't seem to affect accuracy.
