In today's hunting applications, this right here is the wildest thing to me. Not only do you not have to buy another to apply but don't even have to buy one for your hunt.

I don't think the general hunting public cares so much about a few more animals being killed. They care more so about everyone having an equal chance at tags while still raising money.
