If the Muzz tags were not part of the 15K then you would have unlimited on the muzz hunt. Most muzz hunters do not want more pressure. The way it is currently set up helps avoid over crowding on the muz hunt. Also, the muzz tags have always been part of the 15k

I like your idea. With that idea that means If I am a lifetime license holder then 20% of the Henrys tags are guaranteed to my group. Sounds like a good deal for Lifetime License Holders!!! I imagine that those that aren't Lifetime License holders probably would hate to have 20% of the Henry...
