Yeah it happens, but not very often, in fact might be considered rare. From what I remember the gene for vestigial upper canine teeth in deer is still in the pool, though not prevalent at all. Your buddy is lucky indeed!

There are definitely a variety of causes for Cryptorchidism from genetics to environmental factors. It would be easier to nail down a cause if the condition were localized, but as I understand it this is happening all across the country in all deer subspecies. Pretty crazy stuff when you dive...
