My guess would be the horn sheaths weren't taken off and cleaned properly -

Shed off buck mount
did this mount a few years back, found the matched set of sheds and decided to do something cool with them. found a dead buck that had already shed off used it as the skull cap. -

Bighorn Sheep Mount
Friend of mine drew Sheep tag after 20 years. I was pumped when i had the opportunity to mount it, Its My first Sheep Mount. BTW, it scored 193 1/8, horns weighed 44 pounds. -

Not exactly a forky but might as well be 27" neck, wish ki saw him in his prime -
