For NR tags or Resident tags that take points i think someone needs a bona fide reason to turn the tag back in like death in the family or medical issue. Too many people draw a tag, scout and then turn it back in when they don't find what they are looking for. Random tags i don't think this is...

A deer ap ahead of you has no impact on your elk ap. If there are 10 tags for your hunt choice, and you are number 11 overall, but 3 were deer aps, you draw.
