Second draw/leftover question

Just wondering if this has happened to anybody on here in the past that can explain. I'll be calling fish and game in the morning to find out their answer but I can't imagine there is going to be much of an answer.

Friend of mine put in for an elk tag (I told him I would take him out on his first elk hunt if he drew the tag). He checked the results today and noticed that he was "not selected". My question is, how can there be leftover tags for the exact hunt he applied for and did not draw, but there are leftovers? This is in the second draw, not selected, but there are leftovers. Is that possible? Should he get a tag? Not sure how the mistake was made but I verified he applied for the exact hunt number and the "not selected" was for that hunt number, etc. Anybody have any idea why this would be?

I wouldn't get to excited about that 18 tag... Not as good as you would think that unit should be. I have had it 3 times in last few years. (kids and my self). Only saw one decent deer. The vast majority of the deer are on salmon side, and not up high.....
there is a reason there were 4 tags left for a rut hunt with a rifle.....

i really like glassing for muleys I understand about the tag. Have talked to quite a few locals here about it.
from what I’m hearing it’s a fun hunt. But very slim chance of really good buck.
my thoughts,
I’ll have a late mule deer tag , so I’ll be out there looking over deer. always fun. I also have an extra res/non resident white tail tag and I plan on filling that one.
I’ll go to just enjoy looking,
wont shoot a mule deer most likely.
not a long trip from home. Less than an hour ?

2 of the 3 tags were the late ones. the one I had was late, and I had snow on top and i pushed through it to the snow line where the deer were.... Still no shooters. One time i took my jet boat up on last day of season with 4 of us, all the way up to Granite. was able to glass One doe all day. that is a lot of country to look over. You would see a couple hundred driving and glassing between Wbird and riggins on Nov 30. vast majority will be on private ground that will not allow access. even for locals.
I let both my kids kill bucks, as they were tired of looking for a big one. I ate my tag, never even really thought about shooting.
I am a lot closer than an hour away, so we had plenty of time in the unit. I have also killed lots of elk in there so wasn't going in cold.
I think you have a better chance of running into a tank of a Whitetail in there. I have seen several of them over the years.

Was the hunt that has the leftover tags his 1st or 2nd choice ? If it was 2nd he would not get a tag .. That being said F&G has major issues with the people doing their tags & license's But sure worth asking them
 
I’m guessing someone returned the tags after aug 5 application peri started.
I picked up a 18 late deer tag this morning ???
My son had this tag a couple of years ago hunted the rut in the snow for 2 weeks never saw a buck Other than on private or in town !! He hunted from the river to the top Rapid River to Pittsburg & everything in between !! Another unit F&G has worked their Magic in !!!
