License Distribution/Preference Points Focus Group For Future Seasons

Wow. Having a great morning. Nice 6x6 wandered by my pond about 3-4 min prior to shooting light.?. 75 yards broadside. It was actually legal shooting light but just couldnt see my Muzzy front sight and him well enough to shoot. Would have been easy with a scope. And people say scopes don’t improve your odds???

Bugled his head off until daylight then stopped. Think I can get it done if I am patient enough.

From my experience and two buddies in other parts of the state, bulls have been shutting up at daylight which is fairly common till they really get juiced up. Are you running a fiber optic front site or one of those globe with the cross hairs?
 
Fiberoptic post. Got the fiber globe in time to change it. It was slightly smaller post but compared side by side wasn’t any brighter than the one I have, and didn’t want to mess with current set up with only 2 weeks to go. It was prob 5-6 min after actual “legal shooting light” that he walked out of sight. Bright and clear with binocs. Just needed 3 more min for fiber optics

I’m running a similar set up, thought about getting the new one with a globe for next year, gonna burn 8 points and muzzy hunt I think instead of archery, it’s fun but sometimes frustrating when you get a 320 bull to 30-70 yards for 45 min and can’t get a shot with a bow. Happened to me last week, but makes it special when you can connect with a bow
 
I was following along with this thread, but have been out in the MTs for the last couple months. Where did this all end up after the recommendations? I have 14 NR elk points my son has 9. I've been a point behind the tag I want for a while and if there is going to be a reduction then I guess it's time for me to give up and look for something that I could just get with my son. Would the changes be implemented for the upcoming 2023 season?
 
Pretty sure no final decisions have been made yet. At least not publicly. Next year is still up in the air

Last week, the commission voted to update the "High Demand" 80/20 split to a rolling 3-year average. this will be in effect for next year.

Additionally, they are looking at allocation impacts but will happen for 2023. If it's going to happen, it will most likely be in the next 5-year structure.
 
So, that should be a big change. They froze adding any new hunts into the 80/20 for many years. There should be a boatload of added hunts.
 
The current season structure runs through 2024, but the changes to 80/20approved last week will be implemented in 2023.
So from what I understand last week the commission approved an 80/20 allocation for any hunt taking 6 or more resident preference points on a three year rolling average that will take effect in 2023. Is this correct ??

All these non res who want to whine, how about how nothing should change. For a minute I want you to imagine that you get ready for opening day and when you pull up to your lease or private land spot ( midwesterns & southerns) or trailhead (westerns) and there are 10x the amount of trucks there and guess what. None of them are even from your state. Please keep telling me how fine you are with it and how it wouldn’t bother you in the least. Couple that with the insane lack of hunting ethics that I have seen from some Non Res and then imagine that you can’t even hunt deer in your home state every year since a lot of tags are set aside for NR hunters. You would be losing your minds if you couldn’t hunt whitetail every year in TX or Ohio or Kentucky. So don’t lecture Co res when we are tired of being the go to play ground for the entirety of the Rocky Mountain region.
Haha. Maybe you should just hunt Harder and not worry about who is where?

Huge changes… Drop the OTC tags for NR and do OTC with a cap. Then eliminate the preference point system and return back to random draw… Allowing those with points to use them as a bonus point system until all points are purged from the system.

Move all first choice draws to 80/20 and then after initial round all resident and NR draw completely random…

Those would be great steps and honestly at that point I wouldn’t think Co would still attract a lot of NR hunters and make plenty of money, but alas the people in charge of the allocation are just interested in the bottom line

I like these ideas ? CPW is gonna have to address the over the counter circus at some point.
 
They had no interest in talking about the OTC tags at the focus group meetings. I would have pushed hard for the random draw and using the bonus points until purged if I could do it all over again. Regardless they seem to have had an agenda already in mind before the focus groups - As a whole it appears the only change coming is the 80/20 license distribution and I believe this is only because they could justify it revenue wise.

That and the 80/20 license distribution was supposed to be being done every 3 years, they were only 13 years behind adjusting those units and finally had enough outcry from residents to apply a policy they implemented

I am a NR but bought a cabin in SW Colorado because the hunting was pretty good up to that point. But it has really gone hill since then. First they gave out too many ek limited licenses for too many years. Now they give only a handful of cow tags but still sell the heck out of bull tags. Reported to have 16 bulls/ 100 cows. Since a lot of those are spikes, doesn’t leave many shootable bulls. And hunting success for all rifle seasons was 12% last year.
 
The new 80/20's are a nice bonus for landowners in high demand limited units, since voucher supply is unaffected, yet voucher demand will only increase.

The revenue neutral is a bunch of BS. CPW has a $50,000,000+ surplus. No well run business operates at that kind of surplus and doesn't put that money to use.
