They were taken from the resident and non-resident pool of tags, that were supposed to be distributed through a very fair drawing process.
Since these tags were taken from that pool, it makes tougher draw odds for those applying for said tags.
The tags need and should be returned to this pool, not used for personal gain by special interest groups.
