If anyone is paying attention, Mr Snider has proposed quite the bill in legislation about shed hunting and antlers and fees and licenses. It is starting to get out of control. I wish I knew how to post the link. But NOW, I feel like the Indians 100's of years ago when the government came in and said they didn't needs guns, that they are here for them. Then marched them off to reservations and basically said.... F OFF!!!
 
I've Told You For A Couple Of Years You Were Gonna Start Paying To Play!

Here The Hell We Are:

(5) "Shed antler" means any portion of an antler that:
947 (a) has been dropped naturally from a big game animal as part of the big game animal's
948 annual life cycle; and
949 (b) has a rounded base commonly known as the antler button or burr attached which
950 signifies a natural life cycle process.
951 (6) "Shed horn" means:
952 (a) the sheath from the horn of a pronghorn, mountain goat, or bison that has been
953 dropped naturally as part of the animal's annual life cycle; or
954 (b) a bighorn sheep horn naturally detached from the horn core.
955 Section 23. Section 23A-11-206 is enacted to read:
956 23A-11-206. Limitations on taking an antler or horn.
957 (1) A person may not take an antler or horn, including a shed antler or shed horn,

958 except as provided by this title or rules of the Wildlife Board made in accordance with Title
959 63G, Chapter 3, Utah Administrative Rulemaking Act.
960 (2) During season dates if established under Subsection (3) and after obtaining a shed
961 antler or horn gathering permit and hunting license under Subsection (4), an individual may
962 take an antler or horn, including a shed antler or shed horn.
963 (3) (a) The Wildlife Board may establish recreational antler or horn, including a shed
964 antler or shed horn, gathering season dates and rules for both residents and nonresidents made
965 in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act.
966 (b) The Wildlife Board may establish rules for commercial gathering and selling of an
967 antler or horn, including a shed antler or shed horn, in accordance with Title 63G, Chapter 3,
968 Utah Administrative Rulemaking Act.
969 (4) (a) To take an antler or horn, including a shed antler or shed horn, a resident or
970 nonresident 12 years old and older shall:
971 (i) acquire a hunting or combination license;
972 (ii) complete a shed antler ethic course provided by the division; and
973 (iii) obtain a shed antler or horn gathering permit.
974 (b) A shed antler or horn gathering permit is valid only for the season dates for which
975 the shed antler or horn gathering permit is issued.
976 (5) In addition to complying with Subsection (4), a resident or nonresident who is 18
977 years old or older shall pay to acquire the shed antler or horn gathering permit:
978 (a) a fee of $25 for a resident shed antler or horn gathering permit; and
979 (b) a fee of $50 for a nonresident shed antler or horn gathering permit.
980 (6) A suspension for a violation of this section or rules by the Wildlife Board under
981 Section 23A-4-1106, may include all privileges related to big game, including privileges under
982 a shed antler or horn gathering permit.

Also, it doesn't establish a shed season, it allows Wildlife Board to establish a shed season if it desires...

Grizz, don’t start pointing out what Casey Snider has done for hunters and anglers now! This is a thread for us to whine!!!

If you watched the last wildlife board meeting, you knew something was coming soon. I think the board probably asked for the shed antler authorization language and fees in here just to make clear everyone was covered and not just hunters. Also, the Board doesn’t have authority to create new fees, they have to be legislated. It’s kind of like the trail cam law. Board started out regulating hunters, but couldn’t regulate outside of that and if they wanted it done, had to be done at the legislative level.

But again, they painted the upcoming picture on shed gathering permits, fees, and a season very clearly at the last wildlife board meeting. I predict you’ll see all of those things by the end of the year.

1) Somebody can't develop wild lands and then make the state pay them for wildlife damage on that previously uninhabitated wild land.

2) The value of poached animals goes up for the purpose of restitution.

3) The Wildlife Board may establish rules for shed gathering.

Oh, and money set aside for wildlife resources.

Not much! Just line 441, "The divisions ability to manage wildlife populations within any portion of the political"
First off I clearly stated "I was not here to debate the merits of these proposals".
I am not against said proposals, at least the subdivision and value of poached big game animals.
I am just saying with today's government too many pass legislation according to their own agenda, and that makes me extremely leery of government.
 
Agreed notdon, but it just implied to me that there was wildlife management happening by the legislature here. And I wondered how exactly that was happening as I didn’t read anything in there managing wildlife.

If your position is that the legislature shouldn’t be in the wildlife management game, I would agree. If it’s that this bill manages wildlife, I’d encourage to re-read the bill.

Just close it to non residents until May 7th. and make them buy a license, except for Arizona since they don’t have a shed season. If the winter is bad make a season if not let’s just leave it.

I like the added restitution on sheep. However I feel moose and bison should be 40k and deer and elk at 30k minimum.Make the fine for harassing deer and elk on the winter range 5k. If you make it costly people will make sure to think about making a foolish decision.

I'd say that's different because the animal could have been poached so the dwr asks to investigate and I believe most deadheads found get returned to the finder.
You find me a study or even anecdotal evidence on the ungulates dying from the "masses" of shed hunters then we can have a different discussion.

A study showing animals in winter range dying from stress caused by human activity?

Are we still pretending Bertha out walking her poodle is the same as dudes chasing deer through fishing line?

Wildlife, especially late in winter are weak, calorie deficient, and on the edge of death. The more they can lay around and conserve energy, the more likely they live.

If sheds were not worth $, none of this would be needed.

Make a law you cannot sell or trade a shed in the state of Utah and Sheds picked up in Utah cannot be transported out of the state.

Problem solved. Folks that enjoy the sheds for what they are and collect them for themselves don't have any red tape and can continue on their way. Profit seekers gone, competition gone. Love of the game--stays

The Legislature/WB didn't make shed's valuable, the market did. Legislature/WB is reacting to a reality. Ya'll complain about government overreach (I agree it is a thing) but we don't blame the factor that is pushing over the dominoes that started the sh!t show. Yeah--laws suck but some people suck worse so here we are.

If the DWR really wants to protect the wildlife on winter range, they need to quit selling cow elk tags in January. I spend a lot of time watching wildlife and those areas with late season hunts, the pressure is so constant the animals stay high in the snow. Last year during the shed closure there were people all over the hills hiking, biking, etc. So not sure how they manage that? The amount of people recreating along the Wasatch front is crazy busy. Unfortunately there are just too many people in Utah nowadays and it just is getting worse! We’ve built homes all over the winter range and continue to do so!

Eventually, every states gov't will see what the citizens are getting away with, free fun, and want to put a stop to it....or benefit from it.
Perfect example.....I live in a farming community. To protect plants from cold weather, they put "tents" over the rows in the fields. Santa Barbara county realized this, more and more farming operations were doing this, so they tried to tax them as structures. Of course farmers fought it but I do think they get taxed or have to pay permits to construct the portable tents. Gov't trying to get something for nothing.
