If you draw a LE tag can you buy points doing the allotted waiting period or are you completely out of the game for a few years?

The recap printouts are behind interesting. A resident used 22 points to draw a 3rd season unit 20 deer tag that is guaranteed with one point. Or the resident that burned 18 points on a unit 27 2nd season deer tag that was available as a third/fourth choice.

So ND finally made big moves and allows a person to buy a bonus pount without applying! After talking to the ND game and fish yesterday they told me that a bonus points for deer will cost a nonresident a nonrefundable $255... Woof buzz.

Does anyone have any experience hunting the Stallion? I drew the October hunt. Why is the success rate so much lower on that hunt? (75% compared to 85%-97% on the other Stallion and Rhodes hunts)
