Agreed, every state with mule deer has had a sharp decline regardless of efforts from multiple organizations to include the holy grail RMEF. Many of the projects that were targeted for mule deer have also benefited elk. Comparing the two species is not comparing apples to apples.

Split the muzzy hunt, give the old percussion cap systems the first five days, and then in-line get the last few days. You can’t hunt both hunts, pick your poison!! in-line guys get to still hunt and use their weapons on a more limited hunt and more tags can be given to the primitive weapons...

I’ve seen shrinkage, but I think the horns also get set lower on the head after it’s all clean. All the blood and junk under the sheath is now gone to they slide a little lower…
