I'd guess its them getting the system all figured out since it's the first year doing it. I'd wait for official results Friday before coming to a conclusion.

Tag values are whatever someone is willing to pay. If I had tags to sell and had been selling for $6000 but knew people would pay $12,000 I'd be raising the price to $12,000. A lot of guys with money that like to hunt.

Some states such as AZ have laws against draw money earning interest. No idea the laws or how or why but they don't allow it for whatever reason.
