Do you think applying muzzleloader for Utak elk give you better draw odds? Are the elk still buggling and rutting?

Utah issues 10% of elk tags to NR's. How many tags does it take for NR to get 3 permits? 33 total tags? I have seen units with 32 total tags (for a specific hunt, not total tags) issue only 2 NR tags - I would think it would have been 3?
