Depends on the budget. Optical quality is #1 in my book. For me the best two scopes I have shot are: 1. Tangent Theta 2. Kahles I'm sure there are more expensive ones than these but these were expensive enough for me. There is no comparison between the above 2 and nightforce, leopold etc...

I hate them nose to the wall, any angled hanger is better IMO I use skull hooker or a custom built one by a friend.

If you have the money to spend the NL's are significantly better quality than ELs or SLCs. Its not even really very close. You can get away with 10s on most hunts even in the west but the 12s are the best.

mid to high 70s is my guess on that picture. Decent mass and looks like good length but short prongs and only the decent mass. Does look to have a big body, so if that is the case he may be real high 70s

yes, very easy to use with it on, and the magnetic cover is even better than the factory cover. IMO My son has the magview and the only thing better is the case is smaller, but I really like the Ollin set up, very fast and efficient.
