    I don't think that's a stupid comment. I would hope that any time they pass a new bill/law/rule, they at least have some idea of how they would enforce it. But if it passes, it would technically be just as illegal for my three brothers to spot for me on a hunt, as it would be for an outfitter to hire 20 guys to spot for a high-paying client.     If I'd shot another bull, I would not have been allowed to keep this one, which makes sense. I was curious about what would've happened in that situation, so I actually asked the DWR officer about it. He said they would have recovered it, but not released it. Likely would've been sold later on...
