A 50/50 split would result in 6 random NR sheep licenses for the 2024 hunting season. It would be a simple and easy fix to the system. No need to reinvent the wheel.

Looks like they cut about 2,700 tags from 2022's numbers (1,950 doe/fawn tags and 750 tags from the NR Region A quota). They also shaved a few days off the season length, and made it antlered deer only for the Region A and resident general tags.
