55 3rd season tag coming your way

I've got a buddy who received an email from CO offering him the 55 3rd season deer tag he didn't draw. I'm pretty sure he's not taking it. Who's next? You gonna take it? I hope they ask me!
I'm not sure the turned in tag process, but don't those go on the reissue list? Or is that reissue list only for a certain timeframe?

If the hunt takes more then 5 points for a resident to draw they will call and ask the next 5 people in line that didn't draw.

If all 5 decline, then it goes on the re-issue list.
