Colorado Leftover Draw?

Can someone please explain how the loftover draw works? I can't find an explination in the brochure. Is that a drawing after the 1-4 choices or is it for a chance to draw after your first choice. Does it give you a priority on left over tags? Thanks for your help.

You must indicate on your application in the initial draw that you would like to participate in the leftover draw if unsuccessful. If you don't draw one of your four choices in the initial draw, they will send you a list of leftover licenses and an application for the leftover draw, which takes place in July.
