Cow elk 114-115L

Hello everyone reaching out for some guidance on an upcoming cow elk hunt for my cousin. Its his first time ever hunting and he drew a late season tag in 114-115. I've personally been up in 114 during deer season, but never in the later parts of the year.

I'm hoping someone would be kind enough to help out a couple military guys and suggest a few spots or general area of where to start. I know this can be a difficult tag to fill, but I wanna give the youngster the best opportunity at success.
