Deer voucher, private land question

I'm talking with a rancher about buying a deer voucher that's for private land. Sounds like a small amount of property at 900 acres. He is saying the forest service land behind is accessible on the voucher. The way I'm reading the regulations, private land tag is only good for private land. Am I misunderstanding the regulations or is the rancher trying to make this tag sound better by saying its good for private and public. Thanks for any clarification.

Landowner tags are assigned either PLO (private ONLY) which is limited to private only, or unit wide which includes both.

on the voucher it will state if it is PLO restricted to private land. right next to the hunt code...if not it is good for the unit

You are correct if it's a private land tag it's only good for the private land. However it could be a unit wide tag in this case you better ask him to clarify but if the tag is PLO don't hunt off his property.
