elk zone question

Hello everyone thinking of cashing in my elk points next year for a archery NR tag. I currently have 9 points and was looking at the Manti or Plateau Fishlake. Looking to get others opinions on these two zones thanks

I know the Manti last year it only took 9 points to draw the muzzleloader tag for a non-resident. I did see elk during the archery while hunting the manti, but saw a lot more during the muzzy hunt.
