Yes, anyone can "apply", but only those very few that have the right connections and are on the inside track will even be considered.

The rest will be circular filed without even a glance.

"A college degree isn't required...."

And just another way to justify bringing in anybody they want. Not that a degree necessarily means anything, but by not requiring one, they take away another barrier that may disqualify one of their pre-chosen few.

I think that chore is specifically in their job description or at least pulling something out of the toilet!
