Idaho trophy draws

Does anyone know why or have any thoughts as to why in Idaho if you apply for trophy species you can't put in for the regular deer,elk, lope draws? I want to put in for a goat, but not willing to pass on the others yet.

Since Idaho does not have a point system, it cuts down on the # of people like yourself(and myself) who would otherwise put in for trophy species hunts. That way someone who is serious about shooting a trophy species can still have a slim chance of drawing because it cuts down on the competition.
