Left over deer tags

Can any one recommend a unit that typically has leftover mule deer buck tags where if you work hard you can have a decent hunt?

Can some of you guys help me w/ some of the elk hunt codes.

I get that first two characters EE is either sex elk, then the next three is the GMU number, then the next is open or private land only, then what season, then what weapon, correct??

Then when the first two are EF is that cow only?
What about when the first two are EM?

Elk Female is cow only

EM is Elk Male and with point restrictions most likely.
