Leftover units labeled as "Exception Areas"

I was unsuccessful getting one of the few remaining leftover tags in the unit I drew my buck tag. However I would like to buy a doe tag in one of the surround units.

Most of these units with doe tags remaining are listed as "Exception Areas". I cannot find a specific definition of exception area on the WY G and F website. Are these simply the units where you are allowed up to 4 does tags versus the standard 2 tags, and/or a second buck tag? Or is this something else, like they are only good on public land? Any help would be appreciated! Thank You!
