Legal Muzzleloading Bullets?

I’m getting ready to work on my Oregon apps and was wondering if one of you Oregon muzzy hunters could clarify what constitutes a “legal bullet” in Oregon?

The regulations prohibit “sabots or bullets with plastic or synthetic parts. Cloth, paper or felt patches are allowed.” Easy enough. Under the species minimum requirements they list ”round ball or legal bullet”. Huntin‘ Fool says only round balls are legal.

My question is what is the definition of legal bullet? I can’t find the definition in the regulations anywhere. Since not specifically prohibited, wouldn‘t a lead conical be a “legal bullet” since it is not specifically prohibited?

The rule use to be "the length of the bullet can not be more twice the diameter". They tried to simplify the rules a couple years ago so that rule may have been eliminated then. Still no powerbelts or sabots.
