Attached reference is to an FWS rule related to regulation of nonessential experimental populations (NEPs) of the gray wolf in its Western Distinct Population Segment, including central Idaho (south of I-90 and west of I-15). It apparently is designed to create additional flexibility for landowners in states, including Idaho, that have FWS-approved wolf management plans and also allows these states to take over management of the species from the Service.
