Non Resident Hunting License

I've hunted Idaho the last few years as a non resident. This year I've got other things planned and won't be hunting.
Problem is Idaho's auto renew system renewed my non-resident hunting licence a month before it expires.
Whats the deal that they say no refunds!
Not even valid yet, month ahead of expiration of 2020.
Anybody deal with it before?
Its not a tag, never used, nobody will miss out on opertunity for an animal... So why no refund?

Have you called them? Can't imagine with the new system changeover and all the other issues that they wouldn't issue a refund, especially since it's well before the year in question.
