NR Turkey Help

I have a family freind that lives in Franklin just outside of Utah and he has tons of Turkeys on his land. I'm a resident of Utah and he told me if I get a tag I could come hunt.
Do I need to draw the tag or is it an over the counter thing?
How much does it cost for a NR? Can I buy a fishing combo?
