otc cow tags

My partner called a licensing agent in Pagosa Springs and says he was told they had area 77 otc cow tags for sale ??? I can't find that anywhere in the regs except for 25/26, is this something new ? I emailed DOW but don't know when they will get back to me, thanks
 
The only other tags I know of is the leftover list that goes on sale August 7 at 9 A M .You can buy them over the counter untill the are gone.The list is posted on the DOW web site.
 
UPDATE, DOW came thru and told me there are no otc cow tags in #77 except 138 leftover tags on private land.
