Permit numbers question

Maybe someone can help me out. I noticed this last year too. The recommendation for EB3038 Central Mountains/Manti early elk show they gave out 130 res/14 nonres tags in 2018 and are recommending the same for 2019, but when I look at 2018 odds on website for same hunt, it shows 125 res/11 nonres. What am I missing? I know they added that mid hunt, but it shows that separately. I wondered if it had to do with the expo tags, but not sure why they would show it this way. It doesn't make sense to me. Kinda deceiving. Those 2 extra bonus tags are a big deal to me right now with 18 points.

could be Poaching rewards tags? or someone turned their tags in and they were awarded to the next person in line...?

If I'm not mistaken those tags are sold through the RMEF, SFW, MDF,And turkey foundation. I know you pain the elk unit I want to hunt has one premium tag and they sale one. I have 22 points and can't draw it because there is not 2 tags.Remember Utah is all about the money, that's all they give a $hit about.a

+1.... I'm sitting on 23 points and can't draw for the same reason.

Not sure what the number is but I can guarantee there were more than 5 permits for SFW MDF RMEF etc allocated for sale. My guess is the number is more like 10-15 early rifle permits. I used to help with a few banquets and there are plenty tags for auction. SFW alone sells more than 5 with the hunt expo and the banquets they do. Even ducks unlimited and NWTF get a few manti elk tags every now and then. For every hunt I figure the DWR allocates around 30 or more manti tags to non profits.

If I remember correctly, they take 50% the auction tags from residents and 50% from NR.

Since we only get 10% to start that means we really get shafted when they pull out all the auction tags.
