What's the deal with closing public land roads? Area 94 was supposed to be easy access for Antelope hunt's?

Any specific areas you are talking about and what closures? I'm curious where you ran into this problem (PM me if you prefer). I'm originally from Kemmerer, in fact have a 93 tag this year. I still think it's pretty easy to get around most of that country and 94 is a solid unit.
