Random draw questions

Just trying to figure out the random draw process. If you have 0 points do you basically have 1 chance in the hat and if you have 8 points do you have 8 chances? Or is it everybody has one chance in the hat? Thanks for the help.

Well i accounted the point creep thus 28 points. But i do choose to apply for that harder area to draw
