Region A Deer Hunting

I'm looking for a place to take a young hunter on their first deer hunt. I have a lot of experience in Region A but all of the ranches that I used to pay a trespass fee to hunt are now leased to outfitters or other hunters. The young hunter was expecting to go elk hunting in Colorado via a landowner voucher but apparently the voucher is not available. I'm exploring other options and see that there are leftover tags for Region A. We'd be willing to pay a trespass fee to hunt and I'd be with the first timer at all times. I know many people who kill whitetail bucks every year in the Black Hills on National Forest land. I guess your experience may be limited to private land?
