Albubba, go to the top of the page and click on "Message Board Main Page" and then click on "search." In the box that says "key words" write "USO." Be ready to do a lot of reading.
But to give you a small update.....USO stands for United States Outfitters. Arizona had a cap on the number of nonresident tags to be issued to out of staters. 10% was the amount put aside for nonresidents. Residents were alloted the rest of the tag through random computerized drawing. The company USO felt that Arizona was discriminating against nonresidents and felt that the 10% cap should be higher. So they sued Az and won. Roughly 800 extra tags were issued after the regular Az tag drawing in order to comply with the court ruling. So what this means is that USO gets more nonresidents using thier service. Which is more than a guide service. They offer a tag service where they help you get tags but lock you in through contract to use thier guide service if you are succesful in obtaining a tag. What this means is that if you have the money to go through a guide you will have bigger chances in getting a tag thus squeezing out the chances of a resident to get a tag in his owne state where it is already hard to get a tag. So rich people can put in for tags in multiple states and hunt many hunts in a given year. Did I forget to mention that USO is after Nevada at this time and has all of the other Western states in thier sites. I'm sure I've left out many details and may not be entirely correct in my rough draft but many folks on this site will help me explain I'm sure.
