Trail cam, salt licks, feed...

I know you can put a salt lick in front of your trail camera but does anyone know if you can put grain or feed or even meat to attrack the near by animals? Or is it only illegal to do that when persuing big game? I am thinking about putting up my trail cam in an area that has elk deer and bear and was wondering if I could put some grain and some meat infront of my camera. Any thoughts?
