Throw a dart at a unit #15 map. Where dart hits go hunt. They are all over the place.

Yes unit 15 does have a lot of cow elk. I have taken 2 cows each just before sun set with ML.

I assume you plan on camping in the unit?

Just take a drive anywhere in 15 you will see cow elk everywhere any of those roads to the left or right on slaughter mesa you’ll see them
