White tail B tags as an option?

I wanted to check, if a person does not draw an general deer or and A tag for an area can they still buy buy a B list whitetail doe tag and go hunt? Or does the state require NR to have an existing draw tag first?

So that appears to be a separate draw for B list tags and no other tag required? Colorado for example to get certain tags (ie bear) you must first draw a regular tag.
