Unfortunately some individuals seem beyond rehabilitation. That certainly makes it hard for the majority who abide by the law.

That is terrible. Again 28 days in jail, not nearly enough. Full year seems more appropriate. Fines are garbage. Pay $20 a month the court will leave you alone.
