I had a similar question so I email DWR and below is the response. House Bill 0092 passed this year and amened the Utah Wildlife Resources Code requirement to wear hunter orange. They added the conservation tags, the governor's tag, bison and moose to the list of hunts that don't require orange.
What is a conservation tag? Is that a tag the is drawn from the ISE, RMEF, SWF...ect?
The DWR has since added this item to the "Corrections to the guidebook" section online.

Nathan, you are correct and are not required to wear solid hunter orange. You are still required to wear the 400 Sq inches of either solid or camo hunter orange. The proclamation was passed by the wildlife board prior to the legislature meeting and amending the code. I will have the change made in the online version of the big game rule(which should have been done already). Thanks for the catch.

On page 40 of the 2009 Big Game Hunting Guidebook it states that hunter
orange in a camo pattern does not meet the requirement of wearing of
hunter orange in a "Centerfire rifle hunt". However House Bill 0092 was
passed in the 2009 Utah legislative session and became effective
5/12/2009. This Bill specifically removed language (Title 23-Chapter
20-Section 31 Amendment 2C) from the Utah Wildlife Resources Code which
stated that camo pattern hunter orange did not meet the requirement for
wearing hunter orange in a centerfire rifle hunt.
So can I legally wear hunter orange in a camouflage pattern while
hunting Deer and Elk in Utah?
