If a guy in Utah has 2 pref points for cow elk are both his 1st and 2nd choices in the running before the lower point groups?

My understanding is NO. Your second choice doesn't come into play, unless there are tags remaining in the area following the first draw. In other words, in utah a second choice is pointless, unless your second choice is for an area like nine-mile where there are always tags left over. (mostly private land)
