where are the elk?

So i filled my Colorado elk tag, still trying to fill my Wyoming general elk tag. where are the elk? up high still? in the winter ground? or are they still transitioning? I'm having a hell of a time locating elk. Finding sign, only heard 2 bugles during the archery season. I have put on the miles in Wyoming, and the days. About 16 days total and averaging 5 to 10 miles a day. Where should I be looking?
