As a matter of fact, yes. That's the fair way to do it.
How much money does the Fish&Game need? If they need a lot more money, do you think they should auction off 1/4 of the tags? I'm sure they would love to have a blank check, so how about 1/2 the tags? There are way more people who want tags than are available every year, so why not just let the market work and auction them off for what the market will bear?
Don't forget most agencies are government. When was the last time you heard of a government agency that had too much money?
That's the slippery slope that we might be going down is my point.
