Anyone know how the meeting went? It is probably still going but wanted to start this thread as a reference.

LAST EDITED ON Jul-16-04 AT 03:57PM (MST)[p]Quite a few people attended. I was in standing room by the entrance. It was hot and humid and was refreshing to see that sportsmen gave up their lunch hour to attend. I left at 1:30 and it was still going on. The public was allowed to speak and then the panel was to go into private conference. Then they were to come back later today and address the public on their options and decisions, at which the public was allowed to comment as well.

A lot of very interesting points were made. One in particular sticks out in my head.....

THE DRAW WAS DONE, THE G&F KNEW WHO DREW AND WHO DIDN'T, BEFORE THE JUDGES DECISION.

I better get back to work, I'll check up later.

Note: Channel 12 showed up too.

AZ game & Fish Asks the courts for permission to continue with current draw process. The draw is complete. Dont look good for the good guys....

Heres where things stand at this time: During executive session the comm was able to speak to Judge Bloomfields office and he agreed to hold a special hearing Monday,July 19 At 10:00 am AZ time to consider a temporary injuction. Then the commision will hold a public meeting Monday July 19 @noon in the Same building at the fairgrounds.

Also, the dept stated they will post the results for all other species not affected by this no later than July 20.

Todays Phone meeting between AZGFD and Judge Bloomfield is going on right now. The public meeting with AZGFD and us the public will be at 12:00. I will be there and sure hope the 10:00 phone meeting resulted in Judge Bloomfield letting this years draw go through while AZGFD works out an equitable "non-discriminatory" process for 2005 draws....... Allen Taylor......

Thats Allen, even though I am a NR for AZ, I hope this mess gets over turned. Please keep us posted!

I just got back. 640 or so NR's that were excluded by the cap in the total bull hunts throughout the state will get their tags this year. Most units did not change or had very little change with or without the cap. The hardest hit units looked to be 10 and 27. So for all you unit 10 and 27 guys this year that wonder why there are so many hunters cruising the woods, thank your buddy Taulman and USO. No word as to how things will go next year but Director Shroufe did say that all states throughout the west with any sort on NR cap will be affected and there will be no limits or caps on any state eventually. Once again good for greedy USO and bad in general for the big game hunting community. This really does suck but at least the results will be out tomorrow and maybe by April we can figure out something that won't ruin the average joe's chances to hunt elk in their own states. I.E. stacked bonus points for residents, skyrocketed NR fees or mandatory state hunter ed classes or a combination of all of them.

So what your saying is Colorado will "still" be the Sams Club with Biggame tags and all other state's will become Wal-marts.

Reading a post on the General Hunting Tab.. it says that there will not be a re-draw for 2004.. but I read the post up above and it says they will be some change for 2004?.. Which story is correct?

Might be a bit premature to say the ruling will effect all the states. My understanding is that the ruling only effects those states in the 9th Circuit. Right or wrong?

Also, I'd suspect there will be appeals filed if this ruling is applied as widely as that. The 9th is the most overturned court in the nation.

Interesting that the federal judges don't hesitate to impose their opinions on game management departments, but seem terrified to protect the 2nd amendment against state infringement.

LAST EDITED ON Jul-19-04 AT 04:21PM (MST)[p]I was at the meeting, too. NO re-draw!

G&F is just awarding additional tags for deer tags (north of the Colo. R.) and bull elk tags to those who would have been drawn had there not been the 10% cap for certain hunt units, but who were thrown out due to the cap. In effect, those were non-residents, and a few residents who had applied along with non-resident friends. NO hunters will have their tags taken away if they were successful in the original draw!

The original draw results for all big game hunts should be made public by tomorrow evening (Tues., July 20), with the additional tags awarded a few days from now.

How Ariz. G&F determines next year's policy will be arrived at after considerable input (including public meetings) over the months to come.

The extra tags awarded (distributed across the state) are for units where the 10% non-resident cap came into play:

127 more deer tags for Units 12A, 12B, 13A, 13B (10 total of those to residents)

678 more elk tags (39 total of those to residents)

Bottom line, the 10% cap is HISTORY.

I don't think G&F could have handled this any better --- it was a tough issue to get through!

We can thank greedy George Taulman for the first step that will undoubtedly change hunting for non-residents in states across America (and I'm pretty sure you in other states, like we Arizonans, are going to find it a somewhat bitter pill to swallow)!!!

Peace,

Lv2hnt

The ruling will not necessarily affect all states, but it could. It is binding on all ninth circuit states, but would merely be persuasive authority in other circuits. Ideally, another circuit will rule inconsistent with the ninth circuit forcing the supreme court to decide the issue. Until that happens it is unlikely that the decision will be overturned because, as I understand it, the Supreme Court has already denied to hear the case.

To Judge Bloomfields (the judge that gave the order to change things) credit, he actually tossed USO's case out, but was overruled by the ninth circuit and forced to address whether the current system was constitutional. However, I wish he would have allowed the hunt to go forward this year with instructions to fix the alleged problem for next year's draw. So it goes.

Anyway, you boys keep your eyes peeled for USO this year and report them if they violate any law. As far as I'm concernced they are not welcome here--or anywhere else for that matter.

Lv2hnt, you are right. I think AZG&F did an outstanding job handling the situation, and I think they'll do an equally outstanding job over the next few months figuring out how to remedy the situation. Every sportsman I've talked to, sympathizes with the AZ residents, and is hoping a solution is found.
Oh, and like somebody else says, if I draw a coues tag, please don't slice my tires. I don't like George Taulman anymore than you do :)
