16 cow hunt nm

i'm tryin to decide which unit of 16 to put in for the late rifle cow hunt i know i'm crazy for going cow in any of the 16's but i want to get a year under my belt in the area before chasin the bulls, so my question is what one of the 16's has the best draw odds for the late cow hunt i'm leaning toward c or d
