Youth any bull

Hey Guys, My 13yr old boy has drawn out for this tag in UT (sept 17-25)... I have talked to a lot of people with an opinion that they saw elk 10+ years ago in specific areas.. We are looking for someone that can help out and give us a better idea as to where he can find one. My boy is not even looking for a big bull. Any bull will make my hunter extatic!
We have been looking near little Dell and up into Kamas area.. I am not really familiar with these areas and all we have found so far is a lot of private land.. Any updated tips would be greatly appreciated! We are even thinking of heading out near vernal area..

Talk to the sheep herders in the area. That would be my advice.
