Help with draw information

Can anyone please explain why I found conflicting draw information for general hunts?
Take for example hunt DB1550 Plateau, Thousand Lake any weapon

The 2017 Utah big game bonus point draw results shows 17 Res.
and 3 NR for a total of 20 tags.

Yet, the Utah Hunt Planner shows a total of 120 tags.

What am I missing??

I believe the 100 tags are mostly lifetime tags (maybe youth is counted in there as well).

A lot of hunters who bought lifetime license before the change hunt this unit. I wouldn't say it's the best general area but it is a small area and holds quaility deer.
 
Thanks, I could not figure out where a large number of the tags were going. Does not leave many for the general draw.
