Does anyone know when the proposed tag numbers will be released? Or if someone has a digital copy from regional meetings, I would love to see it.

Final Regs with the numbers you're talking about won't be out until they are signed off by the Commission toward the end of April. That will still give you a month before the 5/31 application deadline.
 
In the mean time, NR get to have tags in their pocket for elk. So, if the quote is cut in April the cuts will be from the resident pool.

Yep, that really sucks for the residents, but it's not because of anything the NRs had to do with it! I thought after the negative criticism last year of the way they are handling the NR elk situation that they were going to change to match the other application period and draw dates. Supposedly they are violating their statute to have the Commission sign off on final quotas before any draws are done and are still doing it unless they got a ruling that they weren't in violation. I'd really like to know why they have done the NR that way for so long when it is not fair to residents.

We fixed this a year ago when resident elk hunters were going to get screwed out of 300 LQ licenses because of a wording change in the regs. Now, no matter what the quota, residents will get a full 84% of the tags.

The NR early elk drawing is wasteful, time consuming for wildlife managers and long overdue to be changed to the same as residents.
 
Thanks for the update on that Jeff, as I thought the fix was going to be to change the NR date to 5/31 like the others are now and should have always been. It's good to know the residents aren't going to get the shaft like almost happened last year!
 
Have they ever cut bull elk tags? They are sure to quick to raise the mule deer tags though. A couple good winters and good moisture summers. Lets raise those deer tags....

He also said that if the tag quota is drastically reduced then the resident get cut short. If there is a windfall of elk tags then the residents get those. It all depends on herd objectives and herd populations.

I'll try to explain with an example of an elk area with 200 type 1 tags and three different scenarios: 1st no quota change

NR get a 32 quota (16%), but because of party apps NR draw 34 tags- res get 84% of 200 or 168 tags. Total tags 202

2nd, quota goes down to 150 AFTER NR are drawn, NR get 32 tags because early draw doesn't account for new quota, residents get 84% of 150 or 126, or a total of 182

3rd, quota goes up after NR are drawn. NR get 32 tags, res get the larger of 84% of new quota of 250 or what's left after NR taken out of new quota. In this case res get 218 or about 87% of new quota. Total tags 250

In the first two cases the quota is almost always over what's approved by the Commission. Only raising the quota keeps the number true, unless a res party is drawn near last tag.

Here is the reg:
(B) Following the nonresident elk drawing, quotas for resident limited quota full priced and reduced price cow/calf elk licenses shall be the greater of the elk quotas established by
Commission regulation less any elk licenses currently issued to nonresidents or eighty-four (84%) percent of the quota established by Commission regulation. The order of the resident elk initial drawings depicted in this section shall be Resident Landowner Licenses, then Resident Regular Licenses.
 
Thanks Jeff. Kind of what I thought you meant. The issue I see is if the biologist says x amount of tags need cut due to a bad winter or two, it's not being done because of the way it's currently set up. Again, setting the draw dates for NR after the tag numbers have been determined would fix this issue.
 
Thanks everyone, especially Jeff. I hadn't realized they'd changed that. For some reason I thought they gave the preliminary M,S,MG and Buff numbers earlier (prior to res entry closure). Then followed it up with D,E, Antelope.

If the NRs drew 32 tags based on the old quota of 200 and then residents got their 84% of the new quota of 150 tags (126) the total number of tags that would be issued would be 158, not 182. That would mean that 8 more tags went to NRs than should have been issued based on the reduced quota, but the residents got the proper number of tags. Is that not correct or is my math screwed up again, LOL?!

My bad, 158 is correct. Eight tags over quota and of course any party overdraws by six separate drawings!
 
Remember that after the resident draw all tags not drawn by residents go into the NR draw. It is possible that there will be more tags in the NR draw than the quota states.

That is not the case with elk tags and that's what we're talking about here. I think you're mainly talking about remaining doe antelope and deer tags after the resident draw going to the NR side. There is also nowhere that I'm aware of that the tags are broken down into what the NRs receive, as the Final Regulations strictly show the total number of tags to be issued for each LQ unit and then the NR needs to know the percentage of tags NRs get under the Wyoming statute to figure that actual number out themselves.
